Fill a large pot with lightly salted water and bring it to a rolling boil. Stir in the pasta and return it to a boil. Cook the pasta uncovered, stirring occasionally, until tender yet firm to the bite, 8 to 10 minutes. Reserve 1/2 cup of the pasta water. Drain the pasta and set it aside.

Melt 1 tablespoon butter in a skillet over medium heat. Add the garlic; cook until fragrant, about 1 minute. Add the remaining butter and let it melt, then sprinkle in the flour. Whisk to combine and cook for about 1 minute.

Whisk the chicken soup base into the reserved pasta water; pour it into the skillet. Whisk to make a smooth sauce. Whisk in the lemon juice, 1 tablespoon at a time, to taste. Stir in the parsley and capers. Season with salt and pepper. Let it simmer until the sauce thickens, about 2 minutes.
