Grease an 8-inch square pan with vegetable oil.

Pour 2/3 cup water into a small bowl. Sprinkle the gelatin over the top and let it sit until softened, about 15 minutes.

In a saucepan over medium heat, combine the remaining 1 cup water, sugar, and lemon juice; bring to a boil, stirring until the sugar dissolves. Increase the heat and boil the syrup, covered, for 3 minutes.

Uncover the saucepan and attach a candy thermometer to the side; continue cooking the syrup until it reaches 238 degrees F (114 degrees C), about 5 minutes. Remove from the heat; carefully stir in the gelatin mixture until fully dissolved. Stir in the rose water and red food coloring.

Pour the syrup into the greased pan. Let it stand at room temperature until set, about 4 hours. Cover with plastic wrap and refrigerate for 8 hours to overnight.
