Slice open the underside of each anchovy and remove the bone. Lay each fillet open like a book and place them in the bottom of a shallow dish. Pour white vinegar over them. Marinate in the refrigerator for 2 hours. Drain and discard the vinegar.

Preheat the oven to 325 degrees F (165 degrees C). Lightly brush a baking dish with olive oil.

Combine the bread crumbs, capers, parsley, and garlic in a bowl.

Sprinkle some of the bread crumb mixture over the bottom of the baking dish. Arrange some anchovies in a single layer in the dish, still opened like a book. Brush lightly with olive oil; cover with some of the bread crumb mixture. Repeat the layers with the remaining anchovies, olive oil, and bread crumb mixture.
