In a large bowl, combine the all-purpose flour, whole wheat flour, and salt. Cut in the shortening until the mixture looks like coarse crumbs. Stir in the water until a ball of dough forms. Divide the dough into 8 pieces and shape each into a ball. Cover and set aside.
