    Put the green beans in a saucepan and add about 1/2 inch of water; bring to a boil. Cover and steam until the beans are tender but still bright green, about 5 minutes. Drain.

    Melt the butter in a large skillet over medium heat. Add the onion and parsley; cook and stir until the onion is tender, 5 to 7 minutes. Whisk in the flour until blended, then stir in the lemon zest, salt, and pepper. Gradually whisk in the milk, stirring constantly so no lumps form.
