In a small bowl, mix the yogurt, mint, and garlic together. Refrigerate.

In a large skillet over medium heat, cook the ground beef and onions, stirring occasionally to break up the meat, until the meat is browned; drain the fat. Stir in 1 cup water, the carrot, salt, black pepper, 1 1/2 teaspoons coriander, and 1/2 teaspoon cumin; simmer uncovered for 30 minutes or until the water evaporates.

Lay out the wonton wrappers on aluminum foil. Place two large spoonfuls of the beef mixture in the center of one wrapper. Dip a finger in water and run it along all four edges. Place a second wonton wrapper on top of the first and press along the edges to seal. Roll up the edges to form a round, hat-shaped ravioli. Repeat to make 13 ravioli.

Meanwhile, in the large skillet, combine the remaining beef mixture with 2 tablespoons water, tomato paste, and 1/8 teaspoon red pepper flakes. Simmer over low heat until the liquid has evaporated, about 10 minutes.
