    Fill a large pot with lightly salted water and bring it to a rolling boil. Gently add soba noodles to the water and return to a boil. Cook uncovered, stirring occasionally, until the noodles are tender yet slightly firm, 5 to 7 minutes. Drain and rinse with cold water.

    Heat canola oil in a large saucepan over medium heat; add the onion, garlic, and ginger. Cook, stirring, until the onion is translucent, 3 to 4 minutes. Add the carrots, red bell pepper, and 1/2 of the scallions to the pan; cook and stir to your preferred tenderness, 3 to 5 minutes.

    In a large bowl, mix the soy sauce, peanut butter, sesame oil, hot sauce, and brown sugar until the peanut butter is fully blended. Add the cooked soba noodles, cooked vegetables, and cucumber to the bowl; toss until evenly coated with the sauce. Add the rice vinegar and toasted sesame seeds; toss again.
