    Assemble all the ingredients.

    Rinse the rice and drain. Add the rice to a pot and pour in the water. Bring it to a simmer over high heat, then lower the heat to low. Cover and cook for 20 minutes. Turn off the heat and let it rest for 10 minutes.

    While the rice cooks, stir together the rice vinegar, sugar, and salt in a small bowl until dissolved. Set aside.

    Preheat the oven to 400 degrees F (200 degrees C). Lightly coat a shallow 2-quart baking dish with some sesame oil.

    Uncover the rice and drizzle the seasoned vinegar mixture over it. Use a fork to break up and fluff the rice. Transfer the rice to the prepared baking dish. Sprinkle the toasted sesame seeds, bonito flakes, and nori on top; use a fork to gently stir them into the rice.

    In a bowl, mix the mayonnaise, soy sauce, 1/2 teaspoon sesame oil, and Sriracha for the topping, then stir in the scallops and shrimp. Spread this over the rice, and sprinkle cayenne on top.

    Bake in the center of the preheated oven until the seafood is just cooked through (or 95% cooked through), about 20 minutes. Switch the oven to a high broil setting and brown the top for 1 to 2 minutes.
