    Make the meatballs: In a large bowl, combine turkey, cilantro, bread crumbs, egg, scallions, vegetable oil, sesame oil, and soy sauce. Gently mix with your hands until just combined. Roll tablespoon-sized portions between your palms to form meatballs. Place the meatballs on the prepared baking sheet.

    Bake in the preheated oven until well browned, 20 to 25 minutes. An instant-read thermometer inserted into the center should register at least 165 degrees F (74 degrees C).

    While the meatballs cook, make the dipping sauce: Smash the ginger with the flat side of a knife and place it in a small pot. Add brown sugar, soy sauce, and rice vinegar. Cook over medium-low heat, stirring often, until the sugar dissolves, about 3 minutes. Simmer, stirring frequently, until slightly thickened, about 3 minutes. Remove the ginger and pour the sauce into small cups for serving.
