Combine bell pepper, onion, garlic, 1/4 teaspoon cumin, and salt in a blender. Pulse while slowly pouring 1/8 cup olive oil through the top of the blender. Blend until smooth; set aside.

Heat 1 tablespoon olive oil in a pressure cooker over medium heat. Sauté the pepper and onion mixture for 1 minute, then stir in the achiote powder and the remaining 1 teaspoon cumin. Cook for 1 minute, then stir in the tomato sauce.
