    Preheat the oven to 400 degrees F (200 degrees C). Coat 4 small ovenproof bowls with cooking spray.

    Melt butter in a large saucepan over medium heat. Stir in 2 cups chicken broth, then whisk in flour, gradually adding the remaining 2 cups chicken broth until the mixture is smooth and slightly thick. Add carrots, onion flakes, hot pepper sauce, black pepper, thyme, and bay leaf. Cook for about 5 minutes. Stir in chicken and potatoes; cook for 5 more minutes.
