    Assemble all the ingredients.

    In an extra-large, tall-sided skillet over medium heat, cook the ground beef, the onion, the red bell pepper, and the garlic, stirring occasionally to break up large pieces of ground beef, until the beef is no longer pink and the vegetables are tender, about 8 minutes; drain the fat.

    Stir in the rice, the salt, and the cumin. Cook, stirring, for 1 minute.

    Add the tomato paste and stir. Cook, stirring, for 1 minute.

    Stir in the undrained diced tomatoes, the broth, the diced chiles, and the Worcestershire sauce. Bring to a boil. Reduce the heat, cover, and simmer until the liquid is reduced and the rice is tender, about 20 minutes.
