    Heat a large saucepan over medium heat for 2 to 3 minutes. Add 2 tablespoons oil, then add panko. Cook, stirring, until lightly toasted, 2 to 3 minutes. Add garlic and cook until fragrant and the panko is golden brown, 1 to 2 minutes.

    Move the bread crumb mixture to a small bowl and add lemon zest, seafood seasoning, and 1/4 teaspoon salt; stir to combine. Set aside.

    Wipe out the saucepan and add the remaining oil. Season the fish fillets with the remaining salt and place them in the pan.

    Cook over medium heat until opaque, 2 to 3 minutes per side. An instant-read thermometer inserted in the center should register at least 145 degrees F (63 degrees C).
