    In a medium bowl, combine the yogurt, salt, red pepper flakes, ginger garlic paste, cumin, cloves, and turmeric. Add the beef and mix until evenly coated. Set aside for 15 minutes.

    Heat the oil in a large heavy skillet over medium-high heat. Fry the onion until golden brown. Remove 1 tablespoon of the onion and set it aside for garnish. Reduce the heat to low. Place the meat in the skillet, cover, and cook until tender, about 25 minutes. Check every 10 minutes and add water if needed.
