    Toss the diced tomatoes with the wine, then spread them on the baking sheet. Roast in the preheated oven until the tomatoes have dried slightly but are not burning, about 15 minutes. When the tomatoes begin to brown at the edges, remove them and let them rest at room temperature.

    Meanwhile, melt the coconut oil in a large saucepan over medium-high heat. Stir in the garlic, onion, and celery. Cook, stirring, until the onion is softened and translucent, 5 to 7 minutes. Add the vegetable broth and quinoa, and bring to a boil over high heat.

    Reduce the heat to medium-low, cover, and simmer until the quinoa is tender and the liquid is absorbed, 15 to 20 minutes. Stir in the Parmesan cheese, evaporated milk, peas, and tomatoes. Season with salt and white pepper.
