    Generously coat a slow cooker with cooking spray. Arrange a layer of potatoes in the bottom and season with salt and pepper. Repeat layering and seasoning until all the potatoes are used.

    Melt butter in a saucepan over medium heat. Add flour and whisk until it bubbles. Cook, stirring constantly, for 1 to 2 minutes. Gradually add milk and continue cooking, whisking nonstop, until thickened, 5 to 10 minutes. Stir in the garlic.

    Take the pan off the heat and add Cheddar cheese. Stir until the cheese melts, returning it to the heat briefly if needed, being careful not to scorch the mixture. Pour the cheese sauce over the potatoes. Gently shake the slow cooker (do not stir!) so the sauce reaches the bottom.
