Season the beef chuck roast with salt and black pepper; sear it in a large, deep skillet or Dutch oven over medium heat until browned, about 10 minutes per side.

Pour the beef broth and water into the skillet with the roast. Arrange the onion wedges and garlic cloves around the beef; spread the carrots on top and place the sprig of rosemary over the carrots. Reduce the heat to medium-low and simmer until tender, about 6 hours.
