    Bring a large pot of water to a boil; cook the orange bell peppers in the boiling water until slightly softened, about 5 minutes. Drain them and set aside.

    Heat a large skillet over medium-high heat. Cook and stir the turkey and the onion in the hot skillet until browned and crumbly, 5 to 7 minutes; drain and discard the grease.

    Stir the tomatoes, rice, 1/2 cup water, and liquid smoke into the turkey mixture; cover the skillet and simmer until the rice is tender, about 15 minutes. Remove the skillet from the heat; stir in the Gouda cheese.
