    Bring the water and rice to a boil in a saucepan. Lower the heat to medium-low, cover, and simmer until the rice is tender and the liquid is absorbed, 45 to 50 minutes. Keep covered and set aside.

    Preheat the oven to 400 degrees F (200 degrees C).

    Heat a large skillet over medium heat. Add the onion, parsley, and garlic; cook for 2 minutes. Add the turkey, salt, and garlic powder. Cook and stir with a wooden spoon until the meat is no longer pink and lightly browned, about 5 minutes. Pour in 1/2 cup chicken broth and the tomato sauce; bring to a simmer and cook for 5 minutes. Stir in the cooked rice until fully combined.

    Fill each bell pepper half with the rice mixture. Arrange them evenly in a 9x13-inch baking dish. Sprinkle each stuffed pepper with the cheese. Pour the remaining 1/2 cup chicken broth into the bottom of the baking dish and cover tightly with aluminum foil.
