    In a 12-inch skillet over medium heat, heat the oil, then cook the onion and the garlic for 5 minutes or until softened, stirring occasionally. Transfer to a plate.

    In the same skillet over medium-high heat, cook the ground beef until well browned on all sides, stirring frequently. Add the flour and cook for 1 minute. Add the stewed tomatoes and the thyme. Over high heat, bring to a boil; reduce the heat to low. Simmer uncovered for 10 minutes to blend the flavors, stirring occasionally. Stir in the peas and the carrots.

    Preheat the oven to 450 degrees F. Spoon the mixture into a greased deep-dish pie plate or baking dish. Toss the sliced potatoes with the butter. Arrange the potatoes in the center of the casserole, overlapping slightly. Bake for 10 to 15 minutes or until the potatoes are lightly golden.
