Arrange the sirloin strips in a single layer on a plate or shallow bowl. Sprinkle baking soda over the strips and toss lightly to coat. Refrigerate for 20 minutes.

Rinse the meat strips under tap water and blot dry with paper towels.

In a small mixing bowl, stir cornstarch and water together until smooth with no lumps. Add sugar, soy sauce, Shaoxing wine, Chinese 5-spice powder, and white pepper, and stir to combine.

Remove all but 2 tablespoons of the liquid mixture from the bowl and reserve it. Add the meat strips to the remaining 2 tablespoons of liquid and toss to coat.
