Heat the remaining 1 tablespoon of olive oil; add the bacon and cook just until it starts to brown. Stir in the onion, carrot, mushrooms, garlic, and sugar; cook and stir until the vegetables are soft and browned, 10 to 15 more minutes.

Stir in the flour until smoothly incorporated, then gradually mix in the Guinness and beef stock. Stir in the thyme, bay leaves, and the reserved cooked beef. Cover and bring the mixture to a boil; reduce the heat to a simmer and cook until the beef is tender, about 1 hour and 15 minutes, stirring occasionally. Remove the cover, increase the heat to medium, and boil the stew until slightly thickened, about 15 more minutes. Mix the cornstarch with water, stir it into the stew, and let it simmer for 30 more minutes to blend the flavors. Remove from the heat and discard the bay leaves.
