    Assemble all the ingredients.

    Warm oil in a large pot over medium heat. Add the onion, bell pepper, Anaheim pepper, jalapeños, and garlic; cook, stirring, until softened.

    At the same time, heat a large skillet over medium-high. Add the beef; cook and stir until browned and crumbly, 5 to 7 minutes.

    Add Worcestershire sauce and garlic powder; crumble the bouillon cubes over the beef. Pour in the beer; continue cooking, scraping up any browned bits from the bottom of the skillet, until the liquid is hot, about 3 minutes.

    Combine the beef mixture with the pepper mixture and stir.

    Stir the crushed tomatoes, diced tomatoes, tomato paste, and wine into the beef mixture; season with chili powder, 2 tablespoons cumin, brown sugar, pepper sauce, basil, paprika, salt, oregano, and black pepper.

    Bring the chili to a boil; lower the heat to medium-low. Cover the pot; simmer, stirring occasionally, until the meat and vegetables are very tender and the flavors have developed, about 90 minutes.

    Stir the kidney beans into the chili; simmer until the beans are hot, about 30 minutes more.

    Blend the sour cream, cilantro, and the remaining ½ teaspoon cumin in a food processor until smooth; serve with the chili.
