    In a large stockpot, combine the green tomatoes, onions, bell peppers, and salt; mix well, cover, and refrigerate for 4 hours to overnight.

    Drain the green tomato mixture; add the hot chile peppers, vinegar, sugar, and horseradish. Wrap the cinnamon, allspice, and cloves in cheesecloth or a porous bag; add to the tomato mixture.

    Bring the tomato mixture to a boil over medium heat and simmer, stirring often, until the vegetables are tender, about 15 minutes. Remove from the heat.

    Pack the relish into hot, sterilized jars, filling to within 1/4 inch of the top. Run a clean knife or thin spatula around the inside of the jars to release any air bubbles. Wipe the rims with a damp paper towel to remove any residue. Place the lids on and screw the rings on tightly.

    Place a rack in the bottom of a large stockpot and fill it halfway with water. Bring to a boil and lower the jars, spaced 2 inches apart, into the boiling water using a holder. Add more boiling water to cover the jars by at least 1 inch. Return to a rolling boil, cover, and process for 10 minutes.

    Remove the jars from the stockpot and let them rest, several inches apart, for 12 to 24 hours. Press the center of each lid to ensure it does not move up or down. Remove the rings for storage and keep in a cool, dark place for up to 1 year.
