    Turn on a multi-functional pressure cooker (such as an Instant Pot) and choose the Sauté function; add oil to the Pot.

    Season pork chops with black pepper. Brown 2 to 3 chops in the Instant Pot for 7 to 8 minutes, flipping halfway; transfer them to a plate. Repeat with the remaining chops.

    Add the garlic to the Pot; cook until just fragrant, about 30 seconds. Pour the wine into the Pot, scraping up the browned bits from the bottom with a wooden spoon. Simmer until reduced by half, 5 to 7 minutes.

    Stir in the mushroom soup and 1 1/4 cups water; simmer until smooth, about 3 minutes. Add the pork chops; turn to coat them in the sauce. Close and lock the lid. Select high pressure according to the manufacturer's instructions; set the timer for 18 minutes. Allow 10 to 15 minutes for pressure to build.

    Release pressure using the natural-release method per the manufacturer's instructions, about 10 minutes. Remove the chops from the Pot.

    Whisk the remaining 1/4 cup water and the flour together in a bowl; add to the Pot. Select the Sauté function; cook until the gravy thickens, about 3 minutes. Stir in the soy sauce. Return the chops to the Pot; turn to coat.
