    Pat the roast dry and season generously with salt and pepper.

    Turn on a multi-function pressure cooker (such as an Instant Pot), add oil, and choose the Saute setting. Add the roast to the hot pot and brown it for 5 to 8 minutes per side. Transfer to a plate.

    Add the onion to the pot, adding more oil if needed, and saute until browned, 5 to 7 minutes. Add the mushrooms and cook, stirring, until browned, 3 to 4 more minutes. Add the wine and scrape up any browned bits with a wooden spoon. Stir in the tomato paste, garlic, and thyme.

    Add the beef broth. Set the roast on top of the mushrooms and onions. Add the potatoes, carrots, and celery. Close and lock the lid. Select high pressure following the manufacturer's directions; set the timer for 80 minutes. Allow 5 to 10 minutes for pressure to build.

    Release the pressure using the natural-release method per the manufacturer's directions, about 15 minutes. Move the roast and vegetables to a bowl.
