Pat the steak dry with paper towels and cut it into four 4-inch pieces. Season with salt and black pepper.

Put the flour in a shallow bowl. Dredge the steak in the flour, shaking off any excess.

Turn on a multi-functional pressure cooker (such as an Instant Pot) and choose the Sauté function. Heat 1 tablespoon avocado oil in the pot. Working in batches, sear the steak in the hot oil until browned, about 2 minutes per side. Move the browned steak to a warm plate and set aside.

Add the remaining 1 tablespoon avocado oil to the pot. Cook and stir the bell pepper, onion, carrot, and celery in the hot oil until the onion is soft and translucent, 3 to 4 minutes. Stir in the garlic and cook until fragrant, about 1 minute. Pour in the wine to deglaze the pot. Mix in the tomatoes, Worcestershire sauce, 1 teaspoon salt, oregano, and paprika. Return the steak to the pot and press it down into the tomato mixture.

Close and lock the lid. Select manual pressure according to the manufacturer's instructions; set the timer for 30 minutes. Allow 10 to 15 minutes for the pressure to build.

Let the pressure release naturally according to the manufacturer's instructions, about 5 minutes. Carefully open the valve to release any remaining pressure, about 5 minutes more. Unlock and remove the lid.
