Thaw the frozen turkey breast in the refrigerator for about 24 hours.

Bring water to a boil and stir in the kosher salt, brown sugar, and pepper. Remove the brine from the heat and let it cool completely, about 30 minutes. Take the turkey breast out of the wrapper, leaving the netting on if possible. Place the turkey in a container and cover it with the cooled brine; add more water if needed to fully submerge it, stirring to make sure the brine is mixed with the water. Let the turkey brine in the refrigerator for 8 hours, or overnight.

Preheat the air fryer to 390 degrees F (200 degrees C) following the manufacturer's instructions.

Continue cooking for 20 minutes, turning after 15 minutes. Increase the temperature to 390 degrees F (200 degrees C), turn, and cook until it is no longer pink in the center, about 15 minutes more. Remove the turkey and let it rest for about 5 minutes before slicing and serving.
