    Preheat the oven to 450 degrees F (230 degrees C). Line a sheet pan with foil.

    On the prepared pan, combine bell peppers, onion, 2 teaspoons oil, 3/4 teaspoon salt, 1/2 teaspoon chili powder, garlic powder, 1/4 teaspoon pepper, and 1/4 teaspoon cumin; toss to coat. Spread the vegetable mixture along the edges of the pan, leaving an open space in the center.

    Place the flank steak in the center of the pan and brush it with the remaining 1 teaspoon oil. Sprinkle the steak with the remaining salt, chili powder, pepper, and cumin, then rub to coat evenly.

    Bake in the preheated oven until the vegetables are tender and browned at the edges and the steak is starting to firm, hot, and slightly pink in the center, 12 to 14 minutes, or to your preferred doneness.
