Gather all the ingredients.

Preheat the oven to 375 degrees F (190 degrees C). Meanwhile, put the potatoes in a 6- to 8-quart pot and cover with salted water. Bring to a boil over high heat. Reduce to medium and simmer for 25 minutes, or until very tender.

Meanwhile, heat the olive oil in a large skillet over medium heat.

Add the onions, garlic, sugar, and vinegar to the skillet. Cook the onion mixture, stirring occasionally, until the onions are tender and caramelized, adding water 1 tablespoon at a time as needed to prevent sticking, about 20 minutes; set aside.

Once the potatoes are done, drain them and return them to the pot. Turn the heat to high and cook, stirring the potatoes for 30 seconds to help remove excess cooking liquid. Remove from the heat.
