    Preheat the oven to 325 degrees F (165 degrees C).

    Pour the beer into a roasting pan. Stir in the corned beef seasoning packet, dry mustard, salt, and black pepper. Pierce the corned beef all over with a sharp knife; insert the garlic slivers into the holes. Push the whole cloves into the meat. Lay the corned beef in the roasting pan.

    Bake in the preheated oven for 1 hour.

    Scatter the carrots around the corned beef; roast for about 1 1/2 hours more.

    Distribute the red potatoes around the meat; roast until the corned beef and vegetables are tender, about 40 minutes more.

    Place a steamer insert into a saucepan and add water to just below the bottom of the steamer. Bring the water to a boil. Add the cabbage wedges; cover and steam until tender, about 10 minutes.
