Fill a large pot with lightly salted water and bring it to a rolling boil. Stir in the pasta and return to a boil. Cook, uncovered and stirring occasionally, until slightly firm, about 10 minutes. Drain the pasta, reserving about 2 tablespoons of the pasta water.

Meanwhile, heat a large skillet over medium-high heat. Cook and stir the ground beef in the hot skillet until browned and crumbly, 5 to 7 minutes; season with salt, pepper, and garlic powder. Drain and discard the grease.

Place the ground beef in a large round casserole dish. Add the pasta on top; sprinkle with half the cheese. Pour the tomato soup over the top; add the reserved pasta water and stir everything together well. Cover with foil.
