Put the potatoes in a large pot, cover with salted water, and bring to a boil. Lower the heat to medium-low and simmer until tender, about 20 minutes.

While the potatoes cook, heat oil in a large skillet over medium heat. Add the onion; cook and stir until translucent, about 5 minutes, adding the garlic during the last minute. Stir in the diced tomatoes and tomato paste; cook until the tomatoes soften and start to lose their shape, 3 to 5 minutes.

Add the ground beef to the skillet; cook and stir until browned and crumbly, about 10 minutes. Stir in the Panquehue cheese, parsley, and cayenne pepper; season with salt and pepper. Turn off the heat and let it sit until needed.
