For the breadcrumbs, combine the oil, butter, and bread crumbs in a skillet. Cook over medium-low heat, stirring occasionally, until toasted and golden brown, about 3 minutes. Add the parsley and lemon zest; season with salt. Cook, stirring, until the citrus aroma is very strong, about 15 seconds. Transfer the crumbs to a small bowl and set aside.

For the pasta, bring a large pot of salted water to a boil. Add the angel hair and cook, stirring frequently during the first 30 seconds, until slightly firm, about 3 minutes total.

Meanwhile, combine the olive oil, garlic, and pepper in a skillet. Cook over medium heat just until the garlic is fragrant, about 1 minute. Once the pasta has cooked for about 3 minutes, scoop out 1/2 cup pasta water and add it to the skillet. Stir in the mustard and Worcestershire sauce.

Increase the heat and bring to a boil, stirring constantly to blend the water with the oil, about 1 minute. Reduce the heat to low. Using tongs, transfer the pasta to the skillet. Alternatively, reserve 1 cup pasta water, drain the pasta thoroughly, then add the pasta to the skillet.

Return the heat to high; cook and stir the pasta until completely coated and the sauce is creamy. Add more pasta water 1 to 2 tablespoons at a time if needed. Remove the pasta from the heat and add the Parmesan; toss to coat.
