Cut each tortilla into 8 wedges. Heat oil to 350 degrees F (180 degrees C) in a large pot over medium-high heat. Fry the tortillas in batches, being careful not to crowd the pot. Cook, stirring constantly, until golden and crisp, 1 to 2 minutes. Lift them out with a slotted spoon and drain well on paper towels. Immediately sprinkle with salt to taste. Repeat with the remaining tortillas.

In a large saucepan, add water and guajillo chiles. Bring to a boil over high heat, lower the heat, and simmer until the chiles soften, about 5 minutes. Return the heat to medium-high and add onion, garlic, tomatoes, jalapenos, cumin, and 1 teaspoon salt. Cook, stirring occasionally, until the onion has softened, about 10 minutes.
