Preheat the oven to 350 degrees F (175 degrees C). Lightly coat a 9x13-inch baking dish with cooking spray.

Put the egg whites in a bowl and beat until stiff. Gently fold in the evaporated milk, flour, and salt. Spread 1/2 of the egg white mixture over the bottom of the baking dish. Lay the chiles flat over the egg whites. Sprinkle the Oaxaca cheese over the chiles. Top with the remaining chiles and the rest of the egg white mixture.

Bring to a boil; reduce the heat to low and simmer until the casserole is ready.
