    In a saucepan, bring brown rice covered with enough water to a boil. Lower the heat to medium-low, cover, and simmer until the rice is tender and the liquid is absorbed, 45 to 50 minutes.

    Cut off the red cabbage stem. Carefully peel off the leaves without tearing them; place the individual leaves in a large pot of water and bring to a boil. Cook for 5 minutes; reduce the heat and simmer until tender yet still crisp and red, 8 to 10 minutes more. Drain.

    Heat olive oil in a large skillet over medium-high heat. Sauté the celery, onion, and garlic until softened, 5 to 7 minutes. Stir in the turkey; season with salt. Cook, stirring, until the turkey is browned and crumbly, 5 to 7 minutes. Add the crushed tomatoes and the cooked rice; cook, stirring occasionally, until the flavors meld, 10 to 15 minutes.
