Add the honey, oil, milk powder, salt, and yeast; stir with a fork until combined. Move the mixture to the bowl of a stand mixer fitted with the dough hook.

    Add the flour, 1 cup at a time, and mix on low speed until combined. Increase to a higher speed and mix until a smooth dough forms, adding more flour if needed.

    Move the dough to a lightly floured surface and knead it into a ball. Sprinkle the oats on the work surface and roll the dough in the oats. Set the dough on a narrow, rectangular piece of parchment paper. Lift the parchment and dough into a slow cooker.
