    In a small bowl, whisk together 1/2 cup orange juice, soy sauce, honey, and cornstarch.

    Heat 1 tablespoon oil in a large skillet over medium-high heat. Add the cauliflower and cook, stirring often, for 5 minutes. Add the bell peppers and the carrot; cook, stirring often, until crisp-tender, about 3 minutes more. Transfer everything to a bowl.

    Heat the remaining oil in the skillet over medium-high heat. Add the beef and cook, stirring often, until browned, 2 to 3 minutes. Transfer it to the bowl with the vegetables, keeping the drippings in the skillet.
