Heat a Dutch oven over medium-high heat, then add oil. Add the seasoned beef tips and brown them on all sides, 3 to 5 minutes. Transfer the beef tips to a plate and keep warm.

Place the flour in a small bowl and add about 1/2 cup of water. Whisk vigorously until smooth with no lumps. Whisk about 1/2 cup of the braising liquid into the flour mixture.

Whisk the flour mixture into the braising liquid in the pan. Set the pot over medium heat, stirring briskly, until the mixture comes to a boil. Continue whisking until the bubbles collapse and look like bullseyes, about 3 minutes. Add the beef and mushrooms back to the liquid and serve.
