Put the chicken pieces in a bowl. Sprinkle with cornstarch, salt, and white pepper. Toss to coat the chicken evenly and set aside.

Heat 1 teaspoon cooking oil in a small nonstick skillet over medium heat. Add the garlic and ginger and cook, stirring, until fragrant, about 1 minute.
