    Fill a large pot with a few inches of water and place a steamer basket inside; bring to a boil. Set the whole head of cabbage in the steamer basket, cover, and steam until tender, 10 to 12 minutes.

    Meanwhile, bring 3 cups water to a boil in a saucepan. Stir in rice and lower the heat. Cover and simmer until the rice is tender and the water is absorbed, about 20 minutes.

    Melt butter in a small skillet over medium heat. Add the onion and cook, stirring, until translucent, about 5 minutes. Stir the onion into the cooked rice and season with salt and pepper to taste.

    Cut the leaves off the cabbage and slice any larger leaves in half. Place 1 tablespoon rice onto each leaf and roll tightly. Layer the rolls in the prepared casserole dish. Pour tomato juice over the rolls, using just enough to cover.
