    In a saucepan, bring the water and rice to a boil.

    Lower the heat to low, cover, and simmer until the rice is tender and the liquid is absorbed, about 20 minutes.

    Meanwhile, bring a large, wide saucepan of lightly salted water to a boil.

    Add the cabbage leaves and cook for 2 to 4 minutes or until softened; drain.

    In a large bowl, combine the ground beef, 1 cup of cooked rice, the onion, the beaten egg, 2 tablespoons of tomato soup, the salt, and the pepper; mix thoroughly.
