    Heat oil in a large skillet over medium-high heat. Saute the celery and the onion in the hot oil until the onion begins to turn translucent, 5 to 7 minutes. Add the chili powder and the cumin; saute until the onion is soft, about 5 minutes more. Stir the garlic into the onion mixture and saute until fragrant, about 30 seconds.

    Stir the tomatoes into the onion mixture; bring to a simmer, reduce the heat to medium, and cook and stir until the liquid is mostly evaporated and the mixture is thick, 5 to 10 minutes.

    Mix the cannellini beans and red kidney beans into the tomato mixture; cook until the bean filling is heated through, 5 to 10 minutes. Season the filling with lime juice, hot sauce, salt, and black pepper.

    Spoon the filling in a line across the middle of a tortilla. Fold the opposite edges of the tortilla to overlap the filling. Roll one of the opposite edges around the filling into a burrito. Repeat with the remaining filling and tortillas.
