Warm olive oil in a large skillet over medium-high heat. Generously season the steaks with salt, black pepper, and cayenne. Sear the steaks in the hot oil for 5 to 6 minutes. Flip them and scatter the onions around the steaks. Keep cooking until the steaks start to firm up and are hot with a slightly pink center, 5 to 6 minutes more. Push the onions under the steaks and cook until browned but still crisp, 2 to 3 minutes more. Transfer the steaks and sautéed onions to a plate.

Preheat the oven to 425 degrees F (220 degrees C) and line a baking tray with aluminum foil.

Set the rolls on the prepared baking tray. Cut into the top of each roll at a 45-degree angle to hollow it out. Pinch out some of the interior bread to make space for the filling.

Slice the steaks into thin strips, then cut across into 1/2-inch pieces. Move them to a mixing bowl. Add the sautéed onions and any accumulated meat juices. Add 1 1/2 cups provolone, pickled peppers, cream cheese, 1 teaspoon kosher salt, and 1/4 teaspoon black pepper; mix until fully combined. Taste and add more salt if needed. Spoon the filling into the rolls and top with the remaining 1 cup provolone cheese.
