Sprinkle onion soup mix over the turkey breast and place it in the pot of an electric pressure cooker (such as an Instant Pot). Arrange the celery and the onion over and around the turkey. Pour the chicken broth over the turkey.

Seal and lock the lid. Choose high or low pressure on the Poultry setting or as directed by the manufacturer; cook until the juices run clear, about 30 minutes. Release the pressure using the natural-release method per the manufacturer's instructions, about 20 minutes. Move the turkey to a plate and slice; cover to keep it warm.

Switch to the Saute setting. Stir together the water and cornstarch in a small bowl; add a little hot liquid from the pot and mix until smooth. Return the mixture to the pot and whisk until the gravy is well thickened, about 3 minutes. Serve the gravy alongside the sliced turkey.
