    Preheat the oven to 400 degrees F (200 degrees C). Line a baking sheet with aluminum foil.

    Season each rack of lamb generously with herbes de Provence, salt, and pepper.

    Heat vegetable oil in a large skillet over high heat. Add the lamb to the skillet and cook, turning, until browned on all sides, 6 to 8 minutes. Move the lamb to the prepared baking sheet.

    Mix pistachios, bread crumbs, melted butter, and olive oil in a small bowl; season with salt and pepper. Spread mustard over the fatty side of the lamb, then press the pistachio mixture onto the mustard.
