    Preheat the oven to 300 degrees F (150 degrees C). Grease a baking dish with butter.

    Set a steamer insert into a saucepan and add water to just below the steamer. Bring the water to a boil. Add the cabbage and onion, cover, and steam until tender, 2 to 6 minutes. Add the ham and steam for 1 minute. Move the vegetables and ham to the prepared baking dish.

    Melt 2 tablespoons butter in a skillet over low heat. Stir in the flour until smooth. Add the milk, stirring until smooth. Add the cheese and salt; stir until the cheese melts. Pour the cheese sauce over the cabbage mixture in the baking dish. Sprinkle with bread crumbs and dot with the remaining 2 tablespoons butter.
