    Preheat the oven to 350 degrees F (175 degrees C). Coat a 9x13 baking dish with cooking spray.

    Bring a large pot of salted water to a boil. Cook the potatoes in the boiling water until tender, about 15 minutes. Drain, keeping some of the cooking liquid. Mash the potatoes with a little of the reserved cooking liquid. Set aside.

    In a large skillet over medium-high heat, cook the ground beef until browned. Drain the fat from the pan. Stir in the mushrooms, mixed vegetables, mushroom soup, celery soup, and salt and pepper; heat through. Pour into the prepared baking dish, top with the mashed potatoes, and dot with butter.
