    Preheat the oven to 375 degrees F (190 degrees C).

    In a large saucepan over medium heat, combine 1/2 of the condensed soup with an equal amount of water. Add chicken. Bring to a simmer and cook until the chicken is no longer pink in the center, 3 to 5 minutes.

    Microwave 1 frozen, unopened bag of cauliflower and broccoli mix until hot, 4 to 6 minutes. Let stand for about 2 minutes; open the bag and transfer the vegetables to a medium bowl. Repeat with the remaining bag.

    In another large saucepan over medium heat, melt butter. Add milk and salt; stir in the remaining condensed soup. Gradually add flour, whisking constantly to avoid lumps. Add Cheddar cheese. Cook and stir until the cheese sauce thickens, 5 to 7 minutes. Stir in garlic powder.

    Place 1/2 of the vegetables in the bottom of a baking pan or casserole dish. Add 1/2 of the cooked chicken and pour over 1/2 of the cheese sauce. Lightly sprinkle 1/4 cup bread crumbs. Repeat the layers with the remaining vegetables, chicken, cheese sauce, and bread crumbs. Cover the pan with aluminum foil.
